Introduction

Finally India used its water weapon, Pakistan Flood 2010, which was feared ever since the independence of Pakistan. India did not had the ability to use these rivers before, but since they have built dams now, they can do a lot.

Kashmir is the source origin for main rivers coming into Pakistan and India, Pakistan always had its reservations for India controlling Kashmir and having the option to use the water in these rivers against Pakistan. That was the reason a treaty was signed in Karachi on September 19, 1960 by Indian Prime Minister Jawaharlal Nehru and President of Pakistan Mohammad Ayub Khan.This treaty is known as Indus Water Treaty, details of which can be found at http://en.wikipedia.org/wiki/Indus_Waters_Treaty (external link)

Treaty Violation

According to the Indus Water Treaty, Pakistan share of rivers are Indus, Chenab and Jhelum. India started to build Baglihar Dam on river Chenab which holds Pakistani share of the water in 1999. Weak Govt. of Pakistan tried to protest on number of occasions for Indian violation of Indus Water Treaty, and issues Pakistan could face in result of it.

Dams on the western rivers of Pakistan are designed in a way that they can accelerate, decelerate, or block flow of the river. Indian claim is that it is going to use the dams for only power generation and will not block the flow of water to Pakistan.

Later with the verdict of International Laws (World Bank), in 2007 the design of the Baglihar Dam was slightly changed to decrease the capacity of the dam. Which does not seem to be good enough as the dams are capable to create massive flash floods in Pakistan.

Capacity of Indian Dams on River Indus

There are three dams built by India on river Indus, the capacity of these three dams together is 120,000,000 cubic meters. Height of Nimoo Bazgo dam is 57-meter, Dumkhar is 42 meters, and Chutak is 59 meters. If India release water from these dams intentionally or unintentionally they will do what happened in Pakistan Flood 2010.

Reports in Media

Although we have not seen any reports on how much water India has been releasing during the monsoon season in the main stream media. Some blogs and websites have shown their concern about Indian dams in Kashmir having the capacity to flood Pakistan in the same fashion as it happened in Pakistan Flood 2010.

No preparations in Pakistan

Despite the visible risks Pakistani Government failed to reach a consensus within the country to build more dams in Pakistan to secure water, create more power and save itself from water shortages and floods in rainy seasons.
Many experts from Pakistan are critisizing Musharraf for not dealing with India on the issue of setting up dams on the rivers. Still struggling Pakistani Government was eager to take Indian aid for flood victims than investigating into the facts of Pakistan Flood 2010.

Today Pakistan is facing all types of crises, from shortage of power to floods and the country still has no plans to handle these issues effectively.

Unaware Pakistani Public

Pakistan Flood 2010 left millions of people homeless, they lost their entire properties, cattle stock, crops, and even family members. More than 2000 were reported dead and we have no idea of how many are unreported. Despite having flood warnings and seeing record breaking floods in the upper parts of Pakistan (linking with Kashmir), the Government failed to warn people and evacuate them before the flood water hit them in lower parts of Pakistan.

Many flood victims interviewed on TV channels said they contacted Govt officials about floods in their areas and they were told to sleep in peace as water is not coming to their lands. However they found themselves floating in water in the middle of the night.

Media as well as the Government of Pakistan declared this as a natural disaster created by the rains, and they were very quick to do so. They never thought of investigating the activity of Indian dams on top of the rivers in flood. It never rained as much to create a record breaking flood, rain was never reported to be record breaking while flood is. Some experts from Paknationalists? wrote about Indian and Afghan dams opening their flood gates under the cover of rain.

Unpopular Pakistani Government is stressing all on collecting local and international aids and failing to provide much of the relief to the victims.
